Build-to-Rent Developments and What They Offer Tenants

A 240-unit build-to-rent project opened last month on Bear Valley Road east of Amargosa Road, where one-bedroom units start at $1,925 a month with water, trash and high-speed internet included.

Victorville home prices have climbed past $430,000 for a median single-family house, pushing monthly principal, interest, taxes and insurance above $2,650 on a conventional loan at current rates. That gap has drawn attention from local planners who see build-to-rent as one tool to keep working households in the city rather than losing them to Rancho Cucamonga or Hesperia.

Local projects on the ground

The Bear Valley Road site sits two blocks from the Mall of Victor Valley and offers a shared pool, fitness center and dog park maintained by the operator. Two miles north, another build-to-rent neighborhood along Seventh Street near Victor Valley College opened 180 units in March with two- and three-bedroom homes priced from $2,350. Both projects target tenants who qualify under the city’s inclusionary housing program that reserves 15 percent of units for households earning up to 80 percent of area median income.

City records show the Seventh Street development received its certificate of occupancy on March 12 after the developer secured a density bonus that allowed an extra 22 units in exchange for the affordable set-aside. Tenants there also receive on-site property management and a maintenance hotline that promises a response within four hours for plumbing or HVAC issues.

Cost comparison and next steps

A June 2026 Victorville Housing Authority snapshot placed the average build-to-rent rent at $2,140 for a two-bedroom unit, while the same home purchased with 20 percent down carries a $2,780 monthly payment once insurance and property taxes are added. The difference covers roughly the cost of a second vehicle or after-school care for many local families.
